African-American Male Achievement, Streamlined Charter Revision Process
Welcome to Board Watch for February 24, 2016. The Oakland Unified School District Board of Education did the following:
- Heard a progress update on the Latino Men and Boys, African-American Female and African-American Male Achievement programs
- Voted on a mass charter revision to create new measurable pupil outcomes
- Voted on three charter renewals

Student Progress: Latino Men and Boys, African-American Female and African-American Male Achievement
The board heard updates on district programs that specifically target African-American female, African-American male, and Latino male students.
The presentation specifically cited impressive data on students participating in the Latino Men and Boys program. From September 2011 to June 2015, Latino boys in the program improved their average GPAs from 1.8 to 2.2, maintained a school attendance rate of 97% (five points higher than their school averages), and achieved a 66% reduction in disciplinary incidents. Additionally, parents of these students had a 500% increase in their participation in school-based activities.

Aligning Charter Measurable Pupil Outcomes (MPOs) to the Local Control and Accountability Plan (LCAP)
The board heard a mass proposal to revise 30 charter schools (79% of all Oakland charters). Through this revision, charters would agree to participate in a collective set of Measurable Pupil Outcomes (MPO). These MPOs align more closely to the district’s LCAP and its new School Performance Framework. According to district staff, these changes were pursued because the majority of current charter MPOs were characterized by either “a lack of discrete goals, targets, or instruments” or were “not measurable” given currently available instruments.

Charter Revisions and Renewals
The board voted on renewal proposals for the following charter schools:
- Vincent Academy
- American Indian Public Charter School.
- American Indian Public High School.
